Fellow Wales international Taylor, 25, has been considering his future also with Hull City and QPR interested in making a £4million bid.
In January, Fulham had a similar offer rejected by Liverpool and Atletico Madrid have also shown an interest in the dynamic full-back.
Tottenham, meanwhile, face competition from Marseille for Espanyol defender Hector Moreno.
